interact with senior Police Officers. They highlighted the problems and evils prevailed in the locality and sought police intervention to resolve them. Dr. Vivek Gogila, Joint Commissioner of Police of newly created Southern-Western Range, Dr. P. Karunakaran, DCP, South-East District, ACPs and SHOs of police stations of under SW Range joined the meeting and get together in an informal atmosphere. The officers listened patiently and promised to work with the residents to resolve problems to their best.

Traffic jams, parking on road-sides, encroachments even in by-lanes, almost zero rate of theft detection, hazard of drugs and high handedness of police-men in certain matters were among problems faced by the residents and ills which adversely affect  law and order situation. Traffic jams due to un-authorized parking on both sides of the roads was most highlighted problem as a main cause of hindrance in smooth traffic movement. This unauthorized parking is also hazardous at the time of emergencies like fire and serious illness. The police officers agreed with the complaint as they also felt the burnt while reaching to the venue of the meeting.

Addressing the meeting Dr. P. Karunakaran, DCP, South-East District assured his services to help resolve the problems of the residents, provided they are brought properly in his knowledge. Joint C P Dr. Vivek Gogila, congratulated the organizers of the meeting and suggested that after this general meeting, in which we have an over-view of all problems, we must sit in small groups, take co-operation of Residents Welfare Associations (RWS) and key residents of the area and make a well planned effort to solve each and every problem to the possible extent. His suggestion was welcomed and the Convener of the meeting Athharuddin Munney Bharti of NDTV assured the follow-up action.

Winding up the meeting Syyed Mansoor Agha lauded the initiative of young journalists. He was of the view that many problems are creation of our own lack of civil sense. For example, by instinct we feel fine while violate traffic and parking rules. This is the single biggest cause of jams on roads.Media may do a lot to educate masses and police may help by posting their personals on vintage points, at least at the peak hours of the traffic. Distrust between police and the people is another cause of concern. Both sides need to make amends to cope with this deficit. Resolution of many problems is possible b mutual trust and co-operations of police force and civil society. He agreed that police has a tough task, but in a democratic society, there is no way that police shy away from humane tag and good manners.

Addressing fellow journalists he said, we have developed a tendency to only criticize police for evil deeds and ignore good work. We need a balance. Do highlight misdeeds but also tell people if a good work has been done. Dec 16 case is a good example. We targeted police of security lapse more than needed but did not tell people how meticulously police handled the case. We must congratulate Mr. Gogila and his team for exemplary investigation and prosecution of culprits. Second example is of Bombay Gang Rape case. Bombay Police under able guidance of Dr. Satyapal Singh, Commissioner of Police solved the case within hours and Charge Sheet in the court has been filed in less than one month.

He blamed un-planned development of the area for many problems like congestion and parking on the roads. Police can do little in such cases. Markets, especially eateries remain open even after midnight. This creates nonsense and must controlled according to laws.

پشاور میں گزشتہ اتوارجب عیسائی دعا و عبادت کے بعدتاریخی آل سینٹس چرچ سے باہر نکل رہے تھے، ایک خود کش حملہ ہوا جس میں حملہ آور سمیت اسی سے زیادہ افراد لقمہ اجل بن گئے۔ یہ بات زیادہ اہم نہیں کہ مرنے والوں کی صحیح تعداد کیا ہے، اہم بات یہ ہے کہ ملک کے اقلیتی فرقہ پر یہ حملہ شرف انسانیت،تعلیمات اسلام اورپاکستان کے مروجہ قانون کی سخت اہانت ہے۔ اس سانحہ پرمعروف صحافی عزیزی تحسین منور نے ایک برجستہ قطعہ فیس بک پر پوسٹ کیا ہے:

پشاور میں یہ پہلا قاتلانہ حملہ نہیں بلکہ اس سے قبل شیعہ زائرین کی اک بس پر حملہ ہوا تھا جس میں تیس افراد مارے گئے تھے یہ زائرین ایران جارہے تھے۔ ایک صوفی شاعر رحمان بابا کا مزار اور ایک بارگاہ کو بھی نشانہ بنایا جا چکا تھا وغیرہ۔ عیسائی اورشیعہ اقلیتی فرقوں پر یہ حملے انتہائی ظالمانہ اور تاریک ذہنی کی علامت ہیں۔ان کی جتنی بھی مذمت کی جائے کم ہے۔ لیکن یہ کہنا محال ہے کہ ان کے پس پشت سرگرم سفاک سازشی ذہنوں کا کوئی تعلق اسلام سے بھی ہے۔ میڈیا نے حسب معمول پشاور اور نیروبی کے حملوں کو ’’اسلامی سنگٹھن القاعدہ‘‘ سے منسوب کردیا ہے۔ تاہم ابھی چند روز قبل اسی میڈیا نے خبر دی تھی کہ القاعدہ کے مبینہ نظریاتی رہنما ایمن الظواہری نے ایک ہدایت جاری کی ہے کہ کہیں بھی اقلیت پر حملہ نہ کیا جائے۔ یہ بھی کہا گیا کہ الظواہری پاکستان میں ہی روپوش ہیں۔ یہ سارے دعوے متضاد ہیں اور ایک ساتھ سچ نہیں ہوسکتے۔اگر القاعدہ کے مرشد عام پاکستان میں ہیں اور انہوں نے یہ عام ہدایت جاری کی ہے کہ غیر مسلم اقلیت پر حملہ نہ کیا جائے توپشاور میں یہ حملہ القاعدہ کیسے کرسکتا ہے؟ اور اگر القاعدہ نے کیا ہے تو یہ کیسے مسلمان ہیں، جو اپنے مرشد عام کو بھی جوتی کی نوک پر رکھتے ہیں؟ لگتا ہے کہ’ کوئی اور ہے اس پردہ زنگاری میں‘۔ ابھی چند روزمیں ظاہر ہوجائیگا کہ اس حملے کو بہانا بناکر پاکستان پرعیسائی جگت کی طرف سے کیسا کیسا دباؤ بنایا جاتاہے؟غور طلب یہ پہلو بھی ہے کہ امریکا نے پاکستانی سرزمین پر پھر ڈرون حملہ کیا ہے ،جس میں کم از کم پانچ شہری مارے گئے۔ کہیں پشا ور کا یہ حملہ ڈرون حملے سے توجہ ہٹانے کے لئے تو نہیں کرایا گیا؟
ایک نکتہ یہ بھی غور طلب ہے کہ القاعدہ نام کی اگر کسی فکر یا تنظیم کا واقعی دنیا میں حقیقی وجود ہے، تو اس کے نام پر ہونے والے کالے کرتوتوں سے فائدہ کون اٹھا رہا ہے؟ یہ بات توصاف ہے کہ اس کا کوئی تعلق دین رحمت اسلام سے نہیں ہے۔ دیکھنا یہ چاہئے کہ القاعدہ کا ہوّا کس نے کھڑا کیااورکس نے اس سے فائدہ اٹھا یاہے؟ زیادہ پرانی بات نہیں صدام حسین کے بھی دو قصور بتائے گئے تھے۔ اول اجتماعی ہلاکت کے اسلحہ کا ذخیرہ اوردوسرے القاعدہ سے تعلق ۔ یہ دونوں الزام جھوٹ نکلے ۔اب خبر یہ ہے کہ شام میں جو ناقاقبت اندیش عدم استحکام پھیلارہے ہیں ان میں القاعدہ کے لوگ بھی شامل ہیں ۔ ان سرپھرے باغیوں کی سخنے ، دامے ، درمے اور اسلحہ وغیرہ سے کون مدد کررہا ہے؟

تاریخ شاہد ہے کہ جن اسلام دشمن طاقتوں نے اقتدار کے بھوکے اپنے ایجنٹوں کی مدد سے خلافت اسلامیہ کوپارہ پارہ کیا اورعالم اسلام میں کہیں دوستی کے بہانے اور کہیں زور زبردستی سے مغربی سامراجی طاقتوں کے لئے مداخلت کی راہیں کھولیں وہ، طاقتیں اور ان کے ہم نوا کون ہیں؟ یہ طاقتیں آج بھی عالم اسلام میں انتشار کی پالیسیوں پرچل رہی ہیں،مصر میں جمہوری حکومت کا تختہ الٹنے والوں کی مدد کررہی ہیں، پرامن ممالک کو جنگ کی دھمکیاں دے رہی ہیں،ہرجگہ اپنی پسند کی سرکاریں مسلط کرنے کے لئے خانہ جنگیاں کرارہی ہیں، یہ’ القاعدہ‘ باقاعدہ ان کی ہی پیدا کردہ اورپروردہ شیطنیت ہے۔اس کا فکر اسلامی سے کوئی تعلق نہیں۔ تحسین منور نے بجا کہا ہے کہ یہ دہشت کی صبح و شام تواسلام نہیں ہے۔
نیروبی میں حملہ: اسی دوران نیروبی کے ایک شاپنگ کمپلکس پرکچھ عسکریت پسندوں نے قبضہ جمالیا جو تین دن جاری رہا۔ وہاں بھی کچھ لوگوں کی موت ہوئی ہے۔ دعوا کیا گیا ہے کہ یہ عسکریت پسند الشباب تنظیم کے کارکن ہیں۔ ان میں کچھ برطانوی اور امریکی شہری بھی ہیں۔
ایک رپورٹ کے مطابق ایک زمانے میں الشباب نے اسامہ بن لادن کو تعاون کی پیش کش کی تھی جس کو مستردکردیا گیا تھا۔ اس تنظیم نے صومالیہ میں کینیائی فوجیوں کی موجودگی کو اس حملے کی وجہ بتایا ہے۔ ظاہر ہے کہ اس کی سازش صومالیہ میں رچی گئی ہے اور صومالیہ میں لاقانونیت کا عالم یہ ہے، اس کا ساحل سمندری قزاقوں کی پناہ گاہ بنا ہوا ہے، جہاں وہ پھروتی وصول کرنے کے لئے بڑے بڑے بحری جہازوں کو اغوا کر لے جاتے ہیں اور مہینوں یرغمال بنائے رکھتے ہیں۔ ان قزاقوں کا کوئی دین دھرم نہیں۔ملک میں کینیا کی فوج کی موجودگی سے یہی قانون شکن سفاک پریشان ہیں۔ اس لئے الشباب کی حرکتوں کو اسلام سے منسوب کرنا، اسلام کو بدنام کرنے کی بین اقوامی سازش کے سوا کچھ نہیں۔بنگلور سے ایک خبر یہ پھیلائی جارہی ہے کہ ایک ہندستانی تاجرسدرشن کوالشباب کے اغواکاروں نے اس لئے گولی ماردی کہ وہ رسو ل اللہ کے والدہ ماجدہ کا نام نہیں جانتا تھا۔ یہ بات کسی کو کیسے معلوم ہوگئی؟  یہ بھی سازشی  ذہن کی اختراع ہے ۔ پشاور اور نیروبی میں جو جانی نقصان ہوا ہے ،وہ نہایت افسوسناک ہے۔ ہم خصوصاً پشاور کے اپنے عیسائی بھائیوں کو تعزیت پیش کرتے ہیں۔ یہ حملہ عیسائی ممالک میں آباد مسلم اقلیت کو پریشانی میں ڈال سکتا ہے۔
ایران اور امریکا: ایران کے نو منتخب صدرحسن روحانی نے امریکا کے ساتھ محاذ آرائی ختم کرنے کے جو پہل کی ہے اس کا صدر اوبامہ نے بھی خیرمقدم کیا ہے۔ صدر روحانی اقوام متحدہ کی جنرل اسمبلی میں شرکت کے لئے نیویارک میں ہیں۔مگر ایران نے اس موقع پر صدر اوبامہ سے ملاقات کی امریکی تجویز کو یہ کہہ کر ملائمیت کے ساتھ نامنظور کردیا کہ ابھی راست ملاقات کا مناسب وقت نہیں آیا۔ ان کی روانگی سے قبل ایران کی خودساختہ ڈھائی ہزار کلومیٹر تک مار کرنے والی تیس مزائلوں کودنیا کے سامنے لاکر تہران نے یہ بھی جتا دیا کہ صدر روحانی کی امن پیش کش کو ایران کی کمزوری نہ سمجھا جائے۔یہ ڈپلومیسی تنازعات پرامن حل کی خواہش کے اظہار کے ساتھ ایران کی خودداری و خودمختاری کی حفاظت اورصدر روحانی کی دوراندیشی اور بیدار مغزی کی مظہر ہے۔
جیل میں استقبال: مظفرنگر فساد کے اصل ملزم ،بھاجپا رکن اسمبلی سنگیت سوم گرفتار کرکے جس وقت جیل لیجائے گئے، جیلر نے باہر نکل کر ان کا ہاتھ جوڑ کر استقبال کیا ۔ ان کو جیل کا معائنہ کرایا۔اس سے جیلر کی ذہنی وابستگی ظاہر ہوتی ہے۔ فساد کے دوران بھی یہ خبریں آئی تھیں کہ پولیس نے کھل کر جابنداری برتی۔ یہ کوئی نئی بات نہیں۔ پچھلے پچاس سالوں میں پولیس اور انتظامیہ میں سنگھی ذہنیت چھاگئی ہے۔ فوج میں بھی یہ ذہنیت سرایت کرچکی ہے جس کا اندازہ سابق فوجیوں کی اس ریلی سے ہوتا ہے جس میں مودی کے ساتھ جنرل وی کے سنگھ بھی موجود تھے۔ لیکن سرکار اس خطرے سے بے خبر ہے۔
فساد کے موقع پر پولیس کی جانبداری کی روش اس زمانے سے چلی آتی ہے، جب ہر طرف کانگریس کا پرچم لہراتا تھا۔نیشنل کرائم ریکارڈ بیوریو کی تازہ رپورٹ بھی پولیس میں اس رجحان کی تائید ہوتی ہے۔ رپورٹ کے مطابق جیلوں میں قید مسلم ملزموں کا تناسب فی ہزاردوسو دس ہے، جب کہ ملک میں مسلم آبادی کا تناسب فی ہزار ایک سو چوالیس ہے۔ جن ملزموں کے خلاف ذیلی عدالت میں جرم ثابت ہوتا ہے ان کی تعداد فی ہزار قیدیوں میں صرف ایک سو پچھتر ہے۔ اپیل میں مزید ملزم بری ہو جاتے ہیں۔ اس کا ایک مطلب یہ ہے کہ بہت سے مسلم ملزمان ایسے ہوتے ہیں جو پولیس عملے کے تعصب کا شکار ہوکر جیلوں میں پہنچا دئے جاتے ہیں۔ خاص طور سے دہشت گردی کے معاملوں میں یہ ثابت ہوچکا ہے پولیس کا رویہ سراسر ظالمانہ ہے۔ مگر جیسا کہ ڈی جی ونزارا نے انکشاف کیا ہے ، پولیس یہ ظلم اپنے طور پر نہیں کرتی بلکہ حکمرانوں کی چاکری ان کو مجبور کرتی ہے۔چھوٹے موٹے کیسوں میں جیل جانے کا ایک سبب غربت بھی ہے۔ جن کے پاس گنجائش ہوتی ہے ،وہ رعایت حاصل کرلیتے ہیں۔
یوپی میں گجرات: بھاجپا رکن لوک سبھا یوگی آدتیہ ناتھ نے چوراسی کوسی پریکرما کے پس منظر میں فیض آباد میں اعلان کیا تھا، ’’یو پی اب گجرات بنے گا، فیض آباد شروعات کریگا۔ ‘‘ اس کے بعد کئی سیاستداں کہہ چکے ہیں کے سنگھی یوپی کو شمالی ہند کا گجرات بنانے کے لئے کوشاں ہیں۔ دہلی میں منعقدہ قومی یک جہتی کونسل کے اجلاس میں وزیراعلا اکھلیش یادو اور ملائم سنگھ یادو نے بھی یہی شکوہ کیاتھا۔حیرت کی بات ہے اپنی ناکامی اور نااہلی کا سبب غیروں کی سازشوں میں تلاش کیا جاتا ہے۔ اجلاس کے بعد لالو یادو نے بھی کہا کہ یوپی ہی نہیں بہار کو بھی گجرات بنانے کی کوشش ہورہی ہے۔ دراصل ہمارے یہ سیاستداں دورتک نہیں دیکھتے۔ کوشش صرف یوپی اور بہار کو گجرات بنانے کی نہیں ہے، بلکہ پورے ملک کو گجرات کے سانچے میں ڈھالنے کی ہے۔ اسی لئے مودی کو آگے بڑھایا جارہا ہے۔ درایں اثنا سید احمد بخاری صاحب نے کہا ہے کہ اعظم خان یوپی کے مودی بن رہے ہیں۔ بھلا کہاں بیچارے اعظم خان اور کہاں نریندرمودی؟ دونوں کی صلاحیتوں میں زمین اور آسمان کا فرق ہے۔اعظم خاں صرف اپنوں کو ڈس سکتے ہیں، مودی اپنوں اور پرایوں، سب کو ڈسنے کا فن جانتے ہیں اور ان کا ڈسا ہوا ان کے گن بھی گاتا ہے۔ جیسے آڈوانی جی۔لیکن ہندستانی مسلمان ایسے نادان نہیں کہ کسی مودی نما لیڈر کو سر پر بٹھالیں ؟
آخری بات: پشو پتی ناتھ مندر کے بڑے مہنت مہا بلیشور بھٹ مہاراج نے اپنے منصب سے استعفا دیدیا ہے۔ ان کو پوجا پاٹھ کرانے کے لئے ساڑھے تین لاکھ روپیہ ماہانہ تنحواہ ملتی ہے۔ مگر ان کویہ کافی نہیں لگتی۔ مطالبہ ہے کہ پوجا کے سیزن میں پانچ کروڑ روپیہ جو بطور چڑھاوا آیا ہے، اس میں بیس فیصدیعنی ایک کروڑان کو دیا جائے ،جو کمیٹی کو منظور نہیں۔ سچی بات یہ ہے اکثر مندروں، مٹھوں، درگاہوں کا یہی حال ہے۔ درگاہ حضرت خواجہ معین الدین چستی اجمیری رحمۃ اللہ کے خدام و سجادہ نشینیوں کے منی آرڈرپہنچانے پر جوپوسٹ مین مامور ہوتا ہے ، سنا ہے وہ بھی چند ماہ میں غنی ہوجاتا ہے۔چنانچہ موٹی رشوت دیکر بھی پوسٹ مین اس سرکل میں تبادلہ کے خواہاں رہتے ہیں۔
دراصل مذہب کے نام پر دوکانیں سجی ہوئی ہیں اور اندھے عقیدت مند چڑھاوے چڑھاتے رہتے ہیں اور ان نام نہاد سنتوں، مہاتماؤں اور باباؤں اور خدام کی ہوس زر ہے کہ پوری نہیں ہوتی۔ کاش یہ پیسہ رفاہی کاموں میں لگایا جائے، جیسا کہ گلبرگہ میں ہوتا ہے۔ اس پیسہ سے اسکول ،کالج اور اسپتال کھولے جائیں اور بلاتفریق مذہب وملت عوام کی خدمت کی جائے۔ طرفہ تماشا یہ ہے کہ بغیر محنت کی اس اندھی آمدنی پر کوئی ٹیکس بھی نہیں وصول کیا جاتا ،جس سے دین دھرم کے نام پر جاری اس بدعنوانی کو اور توانائی ملتی ہے۔اس کے برخلاف گلبرگہ کی خانقاہ نے اچھی روایت قایم کی ہے۔ سیدنا حضرت خواجہ بندہ نواز گیسودازرحمۃاللہ کی خانقاہ کئی تعلیمی، تربیتی اور رفاہی ادارے چلارہی ہے۔(ختم)

Sufi Literature in Urdu: Contribution of translators

Syyed Mansoor Agha participated in a “Seminar on Sufi Literature in Urdu” and presented a paper on five books written by prominent Sufis in Arabic or Persian and latter translated in Urdu. The first book in the list is, “Fayooz-e-Yazdani”, collection of sermons and sayings of Sheikh Abdul Qadar Gilani, the Gaus-e-Azam RA. Molana Aashiq Ilahi Meeruthi translated it in 1333 AH and titled as “Al-fath-e-Rabbani”. Second book was “Risala Qusheriya”, penned by Imam Abul Qasim Abdul Kareem Ibn Hawazin Alqusheri, translated by Maulvi Ahmad Jang of Hyderabad in 1973. Third “Kashaful Mehjoob” of Syyed Abul Hasan al-Hajweri famous as Hazrat Data Ganj Baksh or Data Sahib (Lahore). Mian Tufail Muhammad, B.A., LL.B. former Head of Jamat-e-Islami, Pakistan translated it in Montgomery Jail during Ayyub Khan’s military rule.

Besides these three key books on Sufuism, two more translations were briefly introduced one of “Ahyaul-Uloom fid-Deen” of Imam Gazali and “Maktoobat-e-Rabbani “, collection of correspondence of Sheikh Ahmad Sarhindi better known as Imam Rabbani Mujaddad Alf-Sani of Sarhind (Now Fateh Garh Sahib) in Punjab (India).

He also outlined broad contours of upcoming book “Basair”, compiled by Prof Syed Liaqat Hussain Qadri Chishti RA, a well known Sufi and former Head of Arabic Department of Usmania University, Hyderabad. This single book is scholarly compiled essence of knowledge on Sufism, scattered in many basic book on the subject. This is also a useful guidance, whoever endures to enter in the field and practice Sufism to obtain pious life of peace and purity. Shah Abdul Qayyum Qumesi, Head of Qumesia Library and Research Center, Sadhora, District Yamuna Nagar, Haryana (India) is pioneering the project under the supervision of this contributor.

VC AMU Aligarh, Prof Gulam Yahya Anjum delivered Key Note Address. Maulana Tariq Abdulllah participated as Chief Guest.

Mohammad Azam Khan is a former student leader of A.M.U. Aligarh, senior Cabinet Minister in U.P. and Minister in-charge of District Muzaffarnagar. He has been alleged time and again for interfering in the working of state administration. Officers in riot torn Muzaffarnagar also indicated him for his high handedness and interfering in day to day working to which he has promptly denied. However it has weekend his position and daunted in his authority. A leader who always played offensive politics is now in defensive position. 

An AMU Faculty, in an open letter to Mr. Khan wonders if the massacre does not prick him. He questioned his action of getting arrested a Dalit writer in his home constituency promptly for a mere post on Facebook, but became quite inefficient and helpless in stopping communal frenzy in the State. The Dalit writer has questioned his action of getting an old Madarsa demolished by Rampur administration, while a lady IAS was suspended without any enquiry for allegedly ordering removal an under construction wall of a religious place in NOIDA. We reproduce the letter send to him by Mohammad Sajjad, an Associate professor at the Advanced Centre of History, A.M.U. Aligarh:

Sir, Being a concerned citizen, it may not be out of place to expect from you a few things pertaining to the enormous man-made tragedy of mayhem and bloodshed in Shamli, Muzaffarnagar, Baghpat, Meerut…

By now it is abundantly clear even to a naive person that what is happening in the above-mentioned districts is absolutely motivated by desperate vote-grabbing politics. The police complicity is more than obvious and the government's studied inaction is equally evident.

What is so very distressing is that rather than waking up the administration or doing the needful in the capacity of minister, your response is like roothi huyee dulhan (bride) of the rural lower middle class. This is certainly not the kind of politics one is trained at AMU (Aligarh Muslim University), your alma mater; nor is it the kind of politics a Samajwadi (Socialist) would be expected to practice, regardless of the dilution, mutation, and transformation brought about in that egalitarian ideology.

For what you are doing is hardly politics. If at all it is politics, it is nothing but the politics of self-destruction, where you appear to destroy not only the nation, but also your own political career for good. You were so very prompt in justifying Durga Nagpal's unjustifiable suspension for her crackdown on the sand mafia and had given a bizarre spin whereby a wanton, officially sponsored, communal polarization was paraded as a step towards pre-empting any such polarization. If it was an attempt at appeasing sections of Muslims, you have failed miserably as no sane Muslim is prepared to endorse the construction of a mosque on government land without proper prior permission from the government. Consequently, except motivated workers, no common voters could be convinced by the arguments put forward by you, your government and the party. Therefore your nominee for the forthcoming Lok Sabha elections from that constituency is quite unlikely to get Muslim votes from the constituency.

There were enough intelligence inputs about the impending danger of communal violence across Uttar Pradesh. Yet intermittent incidents of eve-teasing, retributive eve-teasing, and lynching, leading to deaths in both communities not far away from the police posts. Stock-piling of illegal arms and incendiary communal gatherings (Mahapanchayats), kept spiraling into the most horrific violence in the area.

The spread of this barbarity in the villages have made things even worse. It makes administrative complicity and inaction so very evident that your government is rightly alleged to be imitating what the Narendra Modi-led administration did in Gujarat in 2002.

True, this violence may have created fissures between the Jats and Muslims, and it may have an adverse impact on the Rashtriya Lok Dal's electoral prospects, and the Hindutva consolidation may be beneficial to the Bharatiya Janata Party, but what will happen to the Samajwadi Party whose government is seen to be culpable in the mayhem?

Earlier, your party suffered loss of Muslim support when it was perceived to be engaged in underhand dealings with the BJP in 1999, as also with Kalyan Singh in 2007. L K Advani’s autobiography alludes to that effect. Your Neta Ji Mulayam Singh Yadav’s two-hour meeting with the Vishwa Hindu Parishad’s Ashok Singhal is being interpreted in so many ways, more so after this violence in Muzaffarnagar.

My dear Azam Bhai, you were so very efficient in getting arrested a Dalit writer in your own home constituency for a mere post on Facebook, but you are so inefficient and helpless in getting arrested the instigators of the Muzaffarnagar riots.Don’t the massacres prick your conscience? How can you be so callous?

Having represented Rampur for so many years almost continuously, its people are yet to move upward in education, employment, healthcare etc. Large numbers of helpless patients from your constituency have to rush to AMU’s JN Medical College 150 Kilo Meters away for medical help. Neither the colonial Nawab of Rampur was, nor the neo-Nawab that you are often referred to by your critics, have been able to establish an adequately provisioned medical College Hospital in Rampur. (Facilities at District Hospital are inadequate and no Doctor of repute wants to serve there due to your alleged high handedness. SMA)

Aligarh knows and remembers you as a passionate orator in Hindustani which contributed in raising you as a political leader. Do you think mere oratory will win you back your voters whose kith and kin have been killed on such a large scale while your administration remained either complicit in the killings or showed willful inaction and thereby encouraging the killers?

If at all even an iota of conscience is really left in, you should embark on this mission of restoring the belief of the people in the criminal justice system. Simultaneously rehabilitating the displaced ones who number in several thousands and which include Dalits (both Hindus and Muslims), other Muslims, Jats…This is probably the only way you can save your image which has sunken deep and bleak.

Would you also ensure the nation that ‘minority’ politics moves beyond the logic of security and stakes its claim in national development through educational and economic uplift  and thereby strengthens Indian democracy?

And you need not be reminded that no words and deeds of yours should smack of prejudice. The victim is humanity, not their ascribed caste-community identities.

Messenger riots: Muslim delegation meets Prime Minister

A delegation consisting leaders of all leading Indian Muslim organisations met Prime Minister Manmohan Singh this evening at his residence. The delegation expressed to him its deep concern over the continuing communal violence across the country and deteriorating communal tensions as a result of a certain party’ decision to polarise the society using emotive issues and false propaganda and rumours. The delegation expressed it pain at the ongoing violence in and around Muzaffarnagar in which around one lakh Muslims have been forced to flee their homes and villages taking shelter in over two dozen camps as well as taking refuge in the houses of their relatives in other villages. The delegation demanded proper relief to all the uprooted people including the ones who have taken shelter in their relatives homes, proper documentation and videography of each case as well registering FIRs in all cases so that the culprits may be punished and the victims get justice and fair compensation.

The delegation also raised the issue of the Communal Violence (Prevention) Bill which remains in cold storage since 2005. The delegation urged the Prime Minister to see to it that this Bill is passed in the next session or issued as an ordinance.

The Prime Minister listened to the delegation attentively and assured the Muslim leaders that it will do whatever is possible. He said he will try to arrive at a consensus in the forthcoming National Integration Council meeting on 23 September.

Muzaffarnagar carnage: Top national level Muslims express displeasure with PM

Fifteen Muslims representing Muslim NGOs met Prime Minister Manmohan Singh this evening and loudly expressed their anger with the central government in not strongly tackling the errant UP Government in respect of the Muzaffarnagar situation.  They said in no uncertain terms that both the UP Government and the central government have miserably failed in preempting and dealing with the anti-Muslim violence in Muzaffarnagar that's a result of saffron designs at pre-election polarization. In the meeting initiated by Milli Gazette editor Zafrul Islam Khan, Jamiatul Ulema Hind's Mahmood Madani said that in the electoral fight between NDA and UPA, Muslims are the loaf. 

Zakat Foundation of India's president Syed Zafar Mahmood emphasized that the current UP situation is squarely covered by Articles 355, 356 and 365 of the Constitution and the central government must take charge and should also provide military protection to the victim families in re-occupying their houses and places of worship. He added that despite Sachar Committee's and Mishra Commission's recommendations to ensure adequate Muslim presence in the Police, the central home ministry limited in 2011 the recruitment of 1400 additional IPS officers only to the captains & majors in the armed forces where Muslims are less than one percent. Thus, the Muslim percentage in the police bureaucracy will go further down. The Central government also does not even talk about the vital Sachar recommendation regarding removing the anomaly of reserving Muslim dominated constituencies for SCs even though there is negligible SC presence there. Niaz Farooqi piloted the passing of Communal Violence Bill. 

Zafrul Islam Khan steered the delegation's memorandum that asked for the following:

a.      Proper relief of ration and other necessary needs of life to those living in Muzaffarnagar camps as well as with relatives.

b.      Urgent documentation and preparation of lists with all details of names, losses and people responsible for the carnage as per the victims.

c.      Filing of FIRs at the earliest so that the legal process could start to punish the guilty.

d.      Compensation of all losses suffered by the victims in terms of life, loss of cattle, houses looted and burnt and crops destroyed/looted etc.

e.      Construction/repair of burnt/demolished/damaged houses, mosques, madrasahs etc.

f.       Construction of houses at other locations for those who do not wish to return to their villages (we found that no one is willing at least now to return to his/her village).

The Prime Minister expressed his deep sympathy with the Muslims, talked of the upcoming national integration council meeting and promised to do the central govt's best effort to resolve the Muzaffarnagar situation and not letting the communal fire flare up anywhere else. The Amir of Jamaat-e Islami Hind Jalaluddin Umri and Dr Tasleem Rahmani of Welfare Party supported the presentations made at the meeting. Other delegates included Kamal Faruqi, Abdul Wahab Khilji, Ataur Rahman Qasmi, Navaid Hamid, Abdul Khaliq, Mohammad Ahmad. 

(3) All India Muslim Personal Law Board concerned on rise of communal violence. Parts of a report from Lucknow:

Maulana Nizamuddin, Gen. Secretary of AIMPLB told HT that the executive committee of the board will take up the Muzaffarnagar communal violence issue at its meeting in Delhi on September 22.He said the “violence in Muzaffarnagar has revived the memory of 1947”.

Maulana Nizamuddin said the violence had caused widespread resentment among the community. He criticized both the central and state governments for failure to control the communal frenzy  which led to massive displacement and destruction.

He said the Jamiat Ulema Hind led by Maulana Mahmood Madni, a member of AIPMLB executive committee, had already taken up the matter with the UPA government. Maulana Madani has visited riot-hit areas and demanded the center to dismiss Yadava Govt of U.P. and impose Presidents rule. Maulana Madani  had said in Delhi that situation is grave.He noted that the Government has not provided any relief to the displaced persons. All help is coming from the community.Madni, who has demanded dismissal of Samajwadi Party government, said that some people are still missing. 

AIMPLB member Qasim Rasool Ilyas, who visited affected areas along with JIH leaders Mohammad Ahmad and Shafi Madni.

Ilyas also said that apart from deaths, there was massive damage to properties.

The delegation visited various madarsas and other centres where the victims had taken shelter.

(4) A report from Kandhla where more than 5 thousand people are still staying in Eidgah Madarsa Sulemania camp like refugees in their own country: : 

A prominent figure engaged in providing help to displaced persons in the Kandhla camp, Maulana Noorul Hasan Rashid Kandhlavi apprised the C.M. during his visit to Kandhla, the sequences of incidence and bring in his knowledge involvement of certain police officials in the riots. The C.M. listened to him for over 25 minutes in one-to-one meeting and assured action. 

The Maulana told this blogger on phone that the incident was well planned and armed people threatened the minority members of the villages to flee out of the villages. After people fled away their properties were torched. This happened in the villages on the both side of the road from Shamli to Budhana and in the area of Phugana Police Station. He complained complexity of Phugana SHO and the then D.M.

Now community leaders are now persuading people to return their homes. He said the residents of the villages, from where no untoward incidence.is reported should go back first. Kandhla Police and Military personal are providing escort to the people who are willing to return their homes.

He lauded the role SHO of Kandhla Mr. Joshi, who worked hard to maintain law and order in his area, it is why no untoward incident was reported from his area.

Tauqeer Raza Khan is a known cleric of Bareilly. He has considerable following among Muslims of Bareilly school of thought. During recent communal flare-ups in his town, he ushered as a key figure. To buy his support and peace with his staunch admirer in U.P. cabinet Mr. Azam Khan, Yadav Government nominated him a member of Handloom Industry Advisory Board with the status of State Minister with a red beacon-car.

After bloodshed in Muzaffar Nagar he promptly announced his resignation from the membership to “register his protest” of innocent people. His step was welcomed for two reasons. It gave a massage of his anguish and displeasure on the callous attitude of State Government, secondly it was considered as a goodwill gesture towards other sect of Muslims. It may be noted Muzaffar Nagar is an area of influence of Devband influence.

However surprisingly he took a U-turn within no time and gave the State Government a clean chit. On his way to Muzaffar Nagar to assess the situation on ground, he briefly stayed in Moradabad and there talking to media persons Tauqeer Raza Sahib vigorously sought to camouflage inaction of Yadav Government gave him a certificate of prompt action. This he did even before his visit to riot hit areas. The question is, if he does not saw laxity of Yadav Government in quelling the communal frenzy, and did not see any fault in her working, than why resigned?

Raza Khan Saheb reportedly told media persons, “It is wrong to raise finger on Mulayam Singh of his C.M. son Akhlesh Yadav. The State Government is doing her duty (satisfactorily). The fault is of District administration and (local) Police which allowed grand conclave (Maha Punchayet) of Jats. The Government acted promptly, transferred officers (immediately) and took all necessary steps to quell the trouble.” (Urdu Daily Inqlab15^th Sept).

Interestingly this assessment of his is in sharp contrast of the observation of Mr. Aazam Khan, the senior most Minister of Yadav Cabinet. Mr. Khan is the Minister of Minority Affairs and also in charge of Muzaffar Nagar. Therefore it cannot be presumed that what he observed may be against the facts. Mr. Khan has strongly registered his displeasure on the way the situation was handled there. He not only stayed away from the meeting of the National Executive in Agra but also issued a statement and held the State Government responsible for the blood bath. Mr. Azam Khan said on 9^th Sept, "The manner in which the situation is being handled shows that neither the government nor the local administration is functioning." Media reported his statement prominently on 10^th Sept and was repeated several times on electronic media. Certain independent reports from the area suggest that this accusation has essence and Tauqeer Raza Khan’s statement is against the facts.

To blame District Administration and the Police is not entirely justified. These were the same officers during previous regime, which never let the communal incidents go out of control. Why? because, the then Government has given strong warning against communal violence and never compromised on this count.  Unfortunately present political leader ship is not sensitive on his issue. During last one and half year of this regime, more than 100 incidences of communal violence show the failure of inexperienced Akkhlesh Yadav and his uncles who rule the state like Rajaz. Actually It is all Yadav’s Government in which Azam Khan has been isolated.

While communal tension was brewing in the area, the Chief Minister failed to sense alleged maneuvers of saffron political players and their grip on State machinery. On the day the riots break out, he was enjoyed a visit to Delhi and then to Barabanki to condole the death of the mother of his party leader. In the process the young CM left behind all concerns of deteriorating situation of law and order in Muzaffar Nagar and Shamli Districts. Pranab Dhal Samanta, who was with him on that day, graphically reported his engagement and his mood on the day when communal frenzy was on the top in Muzaffar Nagar District. Party supreme Mulayam Yadav tried to dub the violence as “class clash” and not a communal violence as wildly reported, while he was addressing media in Agra after National Executive. But in the next breath he accused communal forces to foment the violence. The reports from the area are explicit that this was a communal violence. Frenzied mobs, which killed innocent people and torched the properties of minority community, were raising communal slogans and no slogan was raised against any cast or class. Scores reports in the media and persons from the area write it a communal incident and inaction of the District administration is attributed to non-alertness of the State Government itself. گزشتہ چندماہ سے مظفرنگر اور اس سے کاٹ کر بنائے گئے نئے ضلع شاملی میں فرقہ ورانہ کشیدگی اور تشدد کی وارداتوں کی خبریںآرہی تھیں۔ یہ اطلاعات بھی مل رہی تھیں کہ اصل نشانہ مرکزی وزیر اجیت سنگھ اور ان کی پارٹی آر ایل ڈی کا ووٹ بنک ہے ۔ اس خطہ کے ہندو اور مسلمانوں کا متحدہ ووٹ یوپی اے میں شامل آرایل ڈی کی طاقت رہا ہے۔سازش یہ رچی گئی کہ اس اتحاد کو توڑ دیا جائے۔ تیاری جاری تھی ۔ بہانا ایک لڑکی کو چھیڑ چھاڑ کا ایک معمولی واقعہ بن گیا ۔ معمولی اس لئے اس طرح کی شرارتیں آج کے دور میں اس علاقے میں عام ہوگئی ہیں۔ مگر ۷۲؍اگست کو چھیڑ چھاڑ کے ملزم دوسرے فرقہ کے ایک نوجوان کاقتل ہوگیا۔ انتظامیہ خاموش بیٹھی رہی اور ملزمان آزاد گھومتے رہے۔ اس کا ردعمل یہ ہوا کہ دودن بعد قتل کے الزام میں ملوّث دو نوجوانوں کا بھی قتل ہوگیا۔اس کے بعد فرقہ ورانہ لائنوں پر پنچایتوں اور سیل فون پر ایس ایم ایس اور آئی ایم ایس کے ذریعہ اشتعال انگیزی کا دور شروع ہوا۔علاقہ میں دفعہ ۴۴۱ کے تحت پابندی عاید ہونے کے باوجود مہاپنچائت ہوئی جس میں اشتعال انگیز تقریریں ہوئیں اور مودی کے حق میں نعرے لگے۔ اس مہم میں بھاجپا کے مقامی لیڈر پیش پیش تھے۔ دوسرے فرقے نے بھی جوابی بیٹھک کی۔ ہونا یہ چاہئے تھا کہ ضلع انتظامیہ احتیاطی تدابیر اختیار کرتا مگر مقامی انتظامیہ کوسخت اقدام کی ہدایت کے بجائے لکھنؤسے تبادلوں کو حکم ملا۔ ضلع کے سول حکام کی شکایت یہ ہے کہ پولیس نے معاونت نہیں کی۔ نئے افسران کو صورت حال سمجھنے میں وقت لگا۔ ان کو شاید لکھنؤ سے کوئی اشارہ مل گیا تھا، اس لئے حالات کو بگڑنے دیا گیا ۔شاملی کے ایس پی عبدالحمید جو اپنی مستعدی کی وجہ سے فرقہ پرستوں کی نظروں میں خار تھے ، وہ کس کے اشارے پرعضو معطل بن کررہ گئے؟ سنگھیوں نے بیشک چنگاری کو ہوا دی ،مگر اہم سوال یہ ہے کہ ان کو یہ موقع کس نے دیا؟بیشک یادو سرکارکی نااہلی اور اس کا رول شک کے دائرے میں ہے اور تحقیق طلب ہے۔ ملک کی سرکردہ مسلم تنظیموں نے مولانا محمود مدنی کی پہل پر ایک میٹنگ کی جس میں بیک آواز یادو سرکار کو برخواست کرنے کا مطالبہ کیا ۔ گزشتہ اسمبلی الیکشن میں ایس پی کے سب سے بڑئے موئد امام سید احمد بخاری پہلے ہی اس سرکار سے اظہار بیزاری کر چکے ہیں۔ یہ اس بات کی دلیل ہے ذی شعور مسلم قائدین یادو سرکار سے پوری طرح بیزار ہوچکے ہیں۔رہے ناسمجھ خودغرض چھٹ بھئے،تو ان کی بات اور ہے۔ کچھ نے اپنا ضمیر گروی رکھ دیا ہے اور گھما پھراکر یادوؤں کی دفاع کررہے ہیں۔
ملی کونسل کے جنرل سیکریٹری ڈاکٹر منظور عالم اورجمعیت علماء کے ایک گروپ کے صدر مولانا ارشد مدنی کا خیال ہے کہ سرکار کی برخواستگی کا مطالبہ غیر واجب ہے۔ یادو سرکار کے دور میں یہ پہلا فساد نہیں بلکہ اب تک ایک سو سے زیادہ فساد ہوچکے ہیں جن میں یہ تازہ ترین فساد سب سے بھیانک ہے۔ جس سے یہ ثابت ہوگیا کہ سرکار عوام کی جان ومال کی حفاظت کی اہل نہیں۔ جو سرکار اپنی بنیادی ذمہ داری ادا کرنے اہل نہیں اس کی برخواستگی کا مطالبہ غیر واجب کیونکر ہوا؟
حال ہی میں جس سرکار نے ایک آئی اے ایس افسر درگا شکتی ناگپال کوصرف ۲۴ منٹ میں یہ کہہ کر معطل کردیا تھا کہ اس کی ایک کاروائی سے علاقہ کی فرقہ ورانہ صورت حال بگڑنے کا اندیشہ پیداہوگیا تھا، جس نے وی ایچ پی کی چوراسی کوسی پریکرما کو روکنے کے لئے ایودھیا اور اس کے گرد پورے خطے کو چھاؤنی میں بدل دیا تھا اور زور شور سے یہ دعوا کیا تھا کہ فرقہ پرستوں کی نہیں چلنے دی جائے گی، وہ میرٹھ، مظفرنگر، باغپت، شاملی ، سہارنپور، بجنور اور بلندشہر وغیرہ کے پورے خطے میں فرقہ ورانہ کشیدگی پر آنکھیں بند کئے کیوں بیٹھی رہی؟ یادوسرکار چاہتی کیا ہے؟ اس حکومت کے دور میں گزشتہ ڈیرھ سال میں کم و بیش ایک سو فرقہ ورانہ وارداتیں ہوچکی ہیں۔ کئی جگہ بڑے فساد بھی ہوئے۔ نوے فیصد جانی و مالی نقصان اقلیت کا ہوا۔ وہی جیل گئے۔ حیرت ہے کہ مظفرنگراور شاملی اضلاع کو فرقہ ورانہ تشدد کی جہنم میں دھکیلے جانے اور کم از کم ۰۵ افراد کی موت اور بیشمار گھروں کو نذر آتش کئے جانے کی وارداتوں کے باوجود افسران کے تبادلوں سے عوام کی آنکھوں میں دھول جھونکی جارہی ہے۔ یقیناًدال میں کالا کچھ ضرور ہے۔ریاست کے فرقہ ورانہ ماحول کو تباہ کرکے دہلی میں راج گدی کا جو خواب ملائم سنگھ یادو دیکھ رہے ہیں ،وہ پورا ہونے والا نہیں ہے۔ انہوں نے اس سنگین واردات کو ’ذاتوں کے درمیان‘ ٹکراؤ کہہ کر ہلکا کرنے کی کوشش کی ہے۔ ہر ذی شعور کو اس روش کی مذمت کرنی چاہئے۔ فرقہ ورانہ ماحول پوری طرح تباہ ہوجانے کے بعد تبادلے، کرفیو اور بیان بازی بیشک سیاست کا کھیل ہے۔ افسران کوملزم ٹھہرانے کا مقصد یہ ہے کہ سیاسی کھلاڑی محفوظ رہیں۔ صاف طور پر نظرآتا ہے کہ معاملہ مقامی انتظامیہ کی نااہلی کا نہیں، سیاسی مفاد پرستی کا ہے، جس کا اعتراف خود ناکام وزیراعلا چھوٹے یادونے کیاہے۔ انہوں نے یہ اعلان حاجیوں کو رخصت کرنے کی ایک تقریب کے دوران کیا۔ وہ کیمرے پر آئے تو سر پر گول ٹوپی تھی ،جو چغلی کھارہی تھی کہ سیاست کون کررہا ہے؟ باالفاظ دیگر ریاست کے مسلم رائے دہندگان کو بیوقوف بنانے کی کوشش کون کررہا ہے؟ آخر یہ کس کی قبروں اور جلے ہوئے گھروں پر سیاست ہورہی ہے؟ بیشک شرارت مودی کے مداحوں کی بھی ہے مگر شرارت کی کامیابی ، ریاستی سرکار کی ناکامی ہے اور اعلا سطح پر ملی بھگت کی بغیر پوری نہیں ہوسکتی۔ آپ نے نہیں چاہا پریکرما ہو، نہیں ہونے دی گئی۔ آپ نے نہیں چاہا کہ ریاست کو فرقہ ورانہ لائنوں پر تقسیم ہونے سے روکا جائے، نہیں روکا گیا۔ درکا شکتی ناگپال بحال ہوگئی، پریکرما ر ک گئی،مگر فرقہ پرستی کو عروج مل گیا۔ اس کو کہتے ہیں سیاست۔
مظفر نگر اور شاملی اضلاع کے انچارج وزیر مسٹر اعظم خان کایہ بیان ۰۱؍ستمبر کے اخباروں میں جلی حروف میں شائع ہوا ہے ، ’’جس طرح صورت حال سے نمٹا جارہا ہے اس سے ظاہر ہوتا ہے کہ نہ توریاستی سرکار کام کررہی ہے نہ ضلع انتظامیہ کام کررہا ہے۔‘‘ اعظم خاں یادو سرکار کے سب سے سینئر وزیر ہیں۔ ان کے اس اعتراف یا اقرار پر کسی تبصرے کی ضرورت نہیں ۔البتہ کچھ سوال ضرور پوچھے جاسکتے ہیں۔مگریہ سوال ہم نہیں، الیکشن میں عوام پوچھیں گیں اور اس وقت ان کے پاس جواب دینے کی مہلت نہیں ہوگی۔اب جو لیپا پوتی کی جارہی ہے اس سے نہ تو ان گھروں میں پھر روشنی ہوگی جن کے نوجوانوں کو موت کی نیند سلادیا گیا، نہ وہ گھر آباد ہو سکیں گے جن کو لوٹ کر نذر آتش کردیا گیا اور نہ فرقہ ورانہ اعتماد اور بھائی چارے کا وہ ماحول بحال ہوسکے گا جو صدیوں سے اس خطے کی پہچان رہا ہے اور جس کو تقسیم وطن کا سانحہ بھی توڑ نہیں سکا تھا۔
